The BR55/85HD was never an upgraded version of the Designated Marksman Rifle. In my view, the DMR was a widely used weapon by the Army and not the Marines, who were 98% of the time in Halo CE, Halo 2, Halo 3, and ODST. So Halo 4 has a chance of the UNSC Army appearing. It's like the Falcon and Pelican. The Falcon is used in the Army while the Pelican is used by the UNSC Marines and the Navy. Simple.
