I would agree. But it's a 50% chance that Scarabs will be in it. One, the Covies have broken up. Two, the Covies my reunite, against the Humans and Sangheili. So we'll have to see.

As much as I want one, you need evidence to support this. You can't just say that the unconfirmed game is Halo Wars 2 if you don't even know what it is at all. They are making Halo 4, 5, and 6. Officially.
