Can we have armor abilities without them being so central?

I thinly that 343 will really segregate playlists that feature armor abilities. But I agree about the jetpacks. But now seeing that we might all have thrusters this might be more fair -
It would be cool if we could duel wield. But I wouldn't be able to use the shield as an effective weapon
