If they have added it back into Halo 4 when there are Elites it should be locked if you're using Elite species because the Elite female isn't a soldier unlike the male counterpart who is very much a soldier.

So it is a balancing method to stop people from having all of them at the same time good, I think it's a good idea and will help balance the game more.

If it were like Reach in some ways that would be copying but from what I see they are detaching themselves mostly from it only bringing the old weapons and some AA's back because there are still more to be made later in this new series of Halo, But from what I have seen it will be fresh, well made, and fun so don't worry about it and enjoy the game for what it will be. -
