Facepalm, people don't know how the Sniper works, or even how it worked in Reach....
There is a difference between reticle bloom and bullet spread. Usually the bloom shows the spread of the bullets. But with the Sniper, the rate of fire isn't fast enough for the bloom to matter, it's strictly visual. By the time you can shoot again, the reticle will be back to it's starting point. That's how it's always been in Reach, that's how it is in Halo 4.
