I have noticed this as well. I have done some research, and people have already made mods for Halo 4. You would think 343i would have taken precautions on this. With that said I dont think its you or your connection.

DmfD Clan Introduction: Are you wanting to join a good solid clan with few requirements? Are you wanting to join a clan with a good solid leadership, and solid ground for its members to stand on. If yes to both of these then DmfD is for you. About DmfD: DmfD, started back on Call of Duty Modern Warfare 2. We then moved to Black Ops, and then Modern Warfare 3. We then noticed the potential in Halo Players. So when Halo 3 came out we formed our clan within Halo 3, then Reach, and now we are on Halo 4. We still play Halo Reach and Modern warfare 3. We currently have 80+ members in our Modern Warfare 3 faction of the clan. We are just looking to expand our Halo horizons so to speak. With that said here at DmfD, we care about attitude, commitment, and partial skill. We are just here to have fun, and play some games. Just remember, possibly the most important thing to know is this: The more you put into our clan, the more you will get out of it! So get involved with other members and chat on the forums! If you don't try to make the most out of your game, you'll get bored and boredom costs money. You'll put your game aside and buy new ones or sell your game for a fraction of what its worth then feel stupid and want to play it later (trust me I know). So if you are going to spend your life playing games at least make it worth remembering not just a waste of time and life. Otherwise get a job, get a mate, and move on with your life.
