Yeah it's still early to say but Halo 3. Liking Halo 4's multiplayer more and more but wish dual-wielding would come back. And Halo 4 is in dire need of new maps. Even though I play the maps almost everygame, I love Haven and Exile but that's about it!

I can live without it, it's just a shame that this feature was taken out. I sometimes utilized it in some close quarter situations. Dual wields were also good counters for the shotgun. I don't think it's really a balance issue, because the dual wielding can be easily countered with the battle rifle, carbine, grenades, etc.
