I haven't hit the xp cap yet either, but hitting that and being seriously disappointed with spartan ops I would probably stop playing and would be remiss to start again. I vote take it out.

I have the same problem, finished them all on heroic and no challenge xp. Somehow I'm not suprised Spartan Ops have been a pretty big disappointment so far having the challenge not work is just icing on the cake.
