    been experiencing similar issues, can't play any spartan ops missions, can't access or get xp for challenges. Multiplayer is very limited, less than a thousand ppl playing according to lobby select menu. I guess 343 is aware of it but no word on a fix or how long one will take. I'm in Illinois, btw.
