Perhaps you get a new AI (maybe roland), but there is resentment from chief because he just lost Cortana. Perhaps you should kill the arbiter also, but in an attempt to save him you rescue Halsey from the prison and have her try to infuse the arbiters DNA with an AI matrix, but fails. For this part you could be defending Halsey and the Arbiter from the UNSC and the covenant who are all trying to kill the arbiter and Halsey. There could be a level where you fly a lich or a new covenant vehicle with the arbiter onboard. A new UNSC vehicle could be an armored motorbike with a grenade launcher or something cool.
