That is highly unlikely because for a fact it is not onyx, I believe it was blown up in the book onyx and the Arbiter left with the other elites to their home world and only remnants of the covies would be found like brutes because the prophets went into hiding

Hayabusa would be a good comeback, in my opinion one of the best armors

But if you have to buy the armor then it would take some money to fully customize both a spartan and an elite which is probably why it was left out in Reach

Forerunners were not humans, it says so in the new halo book which is a forerunner trilogy. Both were made by precursor
