Based off of this post at the halowaypoint forums we were contacted about the 25,827 players that were in the screenshot. The servers admins sent us the complete list which we are sending to bs angel tomorrow.

On this site we have developed a simple app that logs players details as you play games with them in H2V, we are doing this to show that more than 20 people play the game. We are sending this information along with the list of 25,827 players that have played in those servers in the year 2012. We started logging players January 23rd, 2013. Also by clicking on the petition button, you can sign the petition to help get 343i's attention some more. Our goal is 1000 signatures. If you want to help us out please feel free to sign the petition and spread the word.
Call to Microsoft representative
We have also called Microsoft and spoken to many people about our cause for saving the browser list functionality for Halo 2 PC. One of the representatives we spoke to mentioned some very interesting information. He said that, "you will still be able to sign into live and the quick match feature of the game will still be affective." This makes us assume that we can still host LIVE based servers or custom games and join them either through quick match, invite, or joining through other players. Also he said if the decision doesn't change that Microsoft will not "care" what the community does with the game. He subliminally suggested that if the community where to make their own browser list etc, that Microsoft would not penalize them. He did not give us any information on the current status of the decision but did tell us some important information.
