Because that is what the Xbox live maket place description says.(if you own this go to the ingame market place or youll be charged twice.) The pass is only needed for the DLC map packs, First dlc map pack doesn't come out till December, then the next 3 maps are FEB 2013 final ones are APRIL 2013. If you've used the code you won't see anything other than 2 helmets it unlocked in Halo 4's armor menu. Been a little bit of confusion with the Wargames pass, people thought they needed to buy it to play Halo 4's multiplayer, all thats included on Disc 2 which needs to be installed.
