They are having the elites beat eachother so badly that they cannot wage war for centuries. Smart? Yes. Cruel? Also yes. But I don't sympathize with the elites, I have hated them since halo 1, even though the sided with us in the end, they still committed genocide for decades, killing trillions. They brought this upon themselves, and they deserve every inch of death and suffering they receive. (Dont think I don't like elites as characters, they make wonderful villains, and the Arbiter is one of my favorite protagonists.
