I mean they obviously didn't follow the Prophets' suicidal campaign which would make them a neutral good, unless they would ally themselves with the humans, which would mean they are officially on the good side. Some elites were too blind to know what was really happening and stayed with the Covenant even though the heretics tried to persuade them.
