It only allows Slayer, Juggernaut, and Infection???? Typically in forge mode, you have to set the gametype from Basic Editing to the gametype you want to build a map for. So if you want to forge a Territories map in Skyward, you have to pick Territories before you start building. You can build the basic structure of your map in Basic Editing mode if you want, but then you would have to switch to Territories later to add specific objective pieces. If you want to create a custom Territories gametype, you have to adjust the settings in custom games and save them as a new gametype. But if Territories does not work at all in Skyward, then there may be a glitch. I'd investigate the matter myself, but I don't have an Xbox One or the MCC at the moment! I know you can create gametypes and play them. It sounds like you are not doing it properly. How to create a gametype is discussed in the video.
