It's almost as if they're just walking right into a trap. This is probably an easily answered question, I just thought of it a few minutes ago. The UNSC was scrambling to stop him, and Chief/Arbiter managed to do just that. It was a secret only the Higher up Covenant knew, and the laid the trap perfectly, separating Johnson and taking him to the Control room of the Ark. Although, you would have thought Tartarus forcing Miranda to insert the index on Installation 05 would have given the UNSC a clue. Guess they didn't pick up on it. The most logical thing to assume is that Truth already had humans with him. But they all died, most likely harsh beating by the Brutes.
