Its not like Pro town and the Mafian can sign a peace treaty and wipe out the zombies and both win....

For starters everyone knows who the mafians are Church and Mr kittens we also  still have mafians.

Thirdly This was done so Pro town maintains power over the Mafians.

Consider this: The ZOMBIES also know who we all are. And if all the Mafia get infected, you are doomed. By reducing the Mafia population, you increase the likelihood of that.

 

Maintaining the Mafia population until zombies hit 0 is quite literally necessary to your survival.
