Why ONI and the UNSC are not functioning properly.

Wanna know why Master Chief and his team are more effective than the new Spartans IV's? Cause Odst's and Oni suck. Outer colony kids are hardier and stronger. Also under The great scientist watch Dr Halsey choose personally the best candidates that could complete her program. The Spartans II's were made to fight off the insurrection and rebel forces of the outer colonies. Yes that is sick. Kidnapping outer colony kids to retraining and brain washing said children to fight against the people that are basically family and friends of where they came from. However these soldiers where made to be perfect. The Spartan IV's however seem to be more for profit. This means money is affected here. The Spartan IV's armor and weapons are part of the UNSC military industrial complex. By accepting low grade ODST's and "Good" Marines opens a huge market with a high turnover rate. Even the pharmaceutical companies that injects and prescribes these " Potential Spartans" are apart of this huge profiting company. Which is why they saw Halsey as a threat. ONI is being controlled by a huge company and not for the betterment of the collected humanity. In Halo 4 Del Rio treated Chief and wanted to arrest J-117 because he had Intel that threatened humanity. The didect has and wants humanity gone. It's genes and people enslaved under his rule. Humanity has been passed an important role. He warned Del Rio what did he do? Del Rio spit in his face. If that where Lord Hood J-117 would have given him a green light. Lord Hood cared for humanity. He was a true commander. The UNSC does not need Political figures on the warzone. We need proper Guidance. Also Instead of ONI wasting money and resources to track down a scientist and a team why not brief J-117 on what's going on and have him go find her and support him. J-117 and his team are too effective for the military. It cost more to repair armor than it is to refit new bodies. This makes me sick. I'm not happy with the way things are being run. I have more to rant about. As of right now I support the Master Chief. Until the UNSC and ONI decides to fix this war of economic growth and development. I'm done being apart of this. This is wolfangstrike at the fact that no one really seems to appreciate and consider J-117 from the higher ups of the UNSC and ONI.

Spartan IV's are the natural step up from Spartan II's because they are cheaper to produce and when training new Spartan II's costs as much as outfitting a battle group, we've got a problem.

 

Of course Spartan IV's will never be as good as Spartan II's but that's the trade off of making things cheaper.

 

By the way the reason the UNSC didn't want Chief to go after Cortana was because he would not be capable of seeing her as a threat until too later. And they were proven correct when Chief walked right into Cortana's trap willingly.

 

Del Rio didn't help Chief because for one, he had no evidence and two Infinity was already damaged and the crew's lives still in danger so he just wanted to get back to Earth asap.

 

Anyway I have a question, why are you ranting about this? Because I have no idea why? All this stuff is semi realistic. After all a military cannot keep pumping out battle group Spartan companies can they?
