Apparently, 343 tweaked the search settings so that you're more likely to be matched against players who have the same DLC as you. Obviously this works a lot better in playlists with bigger populations, so that's why you're more likely to see them in a big one like Team Slayer than your are in a smaller one like Team Objective.
